Operations Leadership

David C. Roberts

COO & Executive Vice President

  • David Roberts has over 40 years of engineering and operations experience. He started his engineering career at Motorola in 1984. In 1993, he was a founding member of a start-up wireless company where he helped lead the company to become a $300M+ publicly traded entity managing engineering, IT, HR, marketing, and sales organizations. After a brief retirement in 2004, he was the business manager for Landmark Christian School and then moved on to another start-up venture providing rural wireless internet service.  

    He joined IS4S in 2017 as deputy project manager for the Next Generation Area Attack Weapon (NGAAW) effort and later moved to a corporate role in 2019. He currently serves as our executive vice president of finance and operations based out of Auburn, Alabama.  

    David also serves on an employee stock ownership plan (ESOP) board for a large southeastern-based site development company.

Wendy Bustios

Vice President

  • Wendy Bustios has over 21 years of experience working with both government and commercial sectors. Her journey began at a local CPA firm where she worked with a variety of clientele, including IS4S, and cemented her role as an asset to the IS4S team. Wendy’s knowledge includes Federal Acquisition Regulation (FAR), Defense Contract Audit Agency (DCAA), incurred cost submissions, compliance, financial statement preparation, cost accounting system set up and reviews, and policy and procedure preparation.  

    Wendy serves as a trusted advisor to senior managers. Her expert management of payroll, accounts payable, and various taxes, such as payroll, corporate, and use, is indispensable to corporate leadership. Wendy ensures IS4S is always prepared for various audits, including 401K, worker’s compensation, DCAA accounting system, voucher, and incurred cost submission. In addition, her knowledge in identifying filing and registration requirements for IS4S’s multi-state operations help minimize state tax liabilities.  

    Wendy currently serves as a vice president of operations and oversees the accounting department. 

Stacey Darhower

Vice President

  • Stacey A. Darhower joined IS4S in 2023 with over 30 years of acquisition experience. For 27 of those years she worked as a USAF civil service contracting professional at Eglin AFB, serving as a contracting officer and in several senior level management positions.  

    Stacey has vast experience across operational, research & development, services, and weapon system acquisitions, including Joint Air-to-Surface Stand-Off Missile (JASSM), Joint Direct Attack Munition (JDAM), Miniature Air Launched Decoy (MALD), and Massive Ordnance Penetrator (MOP). This breadth of experience has established her as a leader in the use of innovative acquisition strategies; one of those successes being the establishment of AFWERX.    

    Her final assignment was serving as the director of contracting for the Air Force Test Center at Eglin AFB, leading a diverse workforce of 120 military members and civilians executing a portfolio of programs valued at $9B in support of base operations and programs for the 96th Test Wing, eight tenant wings, and 40+ other units across the Department of Defense. Her contributions, not only to the Air Force mission but to the local community, led to her induction into the Okaloosa County Women’s Hall of Fame.    

    Stacey leads the contracting and subcontracting professionals supporting all IS4S sites, ensuring excellence in acquisitions that drive speed with discipline.
